Click Edit Icon:

Next, click on the ‘pencil icon’ above the video as shown in the picture above.
Open Advanced Settings:

Now you have the video edit setting open. Click on the ‘Advanced Setting’ option at the top.
Turn OFF or ON Comments:
Finally, you can see the comments section. It has an option called ‘Allow Comments’. You can turn it off if you want to OFF or turn it on if you want to ON.
